The story of Dark Waters is set in Cincinnati, Ohio. Todd took the advice of his cinematographer and decided to shoot the majority of the outdoor sequences around the same place. Several weeks later, after the cast members were selected, Haynes asked the production members to scout for potential filming locations in Cincinnati.

Important to mention that. Rob Bilott also contributed while the production members were scouting in and around the state of Ohio, looking for ideal shooting spots. Robert helped the team to locate authentic places that he visited during the course of the actual lawsuit.

Other important outdoor sequences in Cincinnati were captured around the city’s downtown area. The production members took special shooting permission from the owners of a commercial building before shooting the interior scenes that depicted Rob’s legal office.

But before these sequences were captured, the production members had to make certain changes to the overall decor of the office inside the commercial building. However, the scenes showcasing Taft’s Law office were in a different building.

The production members filmed the sequences depicting Taft’s Law Office inside U.S. Bank, located at 425 Walnut St, Cincinnati. Goes without saying that special filming permission had to be acquired from high-ranked officials before filming inside the public bank.

Additional sequences were captured near Fountain Square in Cincinnati, after which the filming crew moved to the next shooting location.

The second half of Dark Waters was filmed in and around the city of Hamilton, Ohio. The sequence where we see a little girl with black teeth riding a bicycle through Rob’s neighborhood was filmed near Haven Avenue, Hamilton.

Also, the scene where the lead actor appears to be visiting his grandmother was filmed inside a small house located at 910 Park Avenue, Hamilton. Then, finally, the production members moved to Parkersburg, West Virginia, and filmed the movie’s ending scene.
