So, after the director was done gathering substantial information from reliable sources, he decided to acquire the shooting rights from the novelist. Later, Haynes convinced Michael Correa and Matthew Michael to join the project and further develop the screenplay of the movie.
The story of Dark Waters is set in Cincinnati, Ohio. Todd took the advice of his cinematographer and decided to shoot the majority of the outdoor sequences around the same place. Several weeks later, after the cast members were selected, Haynes asked the production members to scout for potential filming locations in Cincinnati.
